City Planning Commission
Mission
The mission of the City Planning Commission is to function as an advisory body to the City Council on the physical, economic and social development of the City. The Commission serves both the legislative branch and the citizens of Detroit by acting as a representative of the community, serving as a conduit for opinions from the community, and proactively initiating matters for consideration by the City Council. In this way, the Commission is a key link in the City’s development process.
Focus
- This Commission focuses on issues, procedures and fees related to Zoning,
Land Use and Rezoning.
- Additionally, CPC also focuses on processes related to the Community Development Block Grant Funding, the Neighborhood Opportunity Fund, and Hope Funding.
Goals & Objectives
- Assist City Council with annual fiscal review by developing recommendations on the Capital Agenda, Consolidated Plan and Annual Budget.
- Review and make recommendations to City Council on all requests for amendments to the Master Plan and communicate needed Master Plan changes to the Planning and Development Department.
- Respond to all City Council referrals and directives.
New Initiatives
I. Revisions to Zoning Ordinance
A. Complete the following amendments to the Zoning Ordinance as proposed by City Council members, the Commission, City departments and the public.
1. Regulations and procedures for approving wireless telecommunication and dish antennae. Finalize draft Antenna Ordinance with wireless carriers and other stakeholders prior to submission to CPC and City Council.
2. Complete an interim amendment to the Zoning Ordinance to address the Zoning amended Michigan Zoning Enabling Act, the recommendations to the Municipal Code Corporation and amendments to zoning maps.
3. Completion of fourth amendment to the new Zoning Ordinance.
4. Amendments to zoning maps as follow-up to Planning and Development Department’s proposed updating of Master Plan to include CRS recommendations. Determine order in which proposed rezonings of land should be undertaken.
B. Continue implementation of the comprehensive revision of the Zoning Ordinance and other related City Code provisions.
1. Educate the public on the ordinance through community meetings.
2. Publicize the ordinance and new provisions through the City’s web site, Channel 10 and other media, including informational banners during telecast of CPC meetings
C. Work with the Law Department and City Clerk toward Municipal Code fast track publication of the new Zoning Ordinance.
II. Evaluation of the Community Development Block Grant (CDBG) and Neighborhood Opportunity Fund Programs
A. Continue site visits to existing sub-recipients and newly funded groups
1. Complete site visits 2007-08 funded CDBG/NOF sub-recipients and specified 2007-08 applicants, focused on output and outcome data
2. Administer surveys and analyze data from 2007-08 subrecipients and 2007-08 applicants not scheduled for a site visit
3. Maintain and expand on the web-based reporting system to increase its usefulness for community-based organizations
B. Continue to monitor implementation of Federal and City policies on lead in the Minor Home Repair program through organizational support to the Lead Task Force and sub-committee meetings and provision of such services as mapping, data analysis, and an extensive study of the use of health and building codes to address lead hazards
C. Assist up to 260 organizations in establishing outcome monitoring systems as well as provide up to 12 group training sessions to provide technical assistance to organizations that have previous outcome training. Provide through the Evaluation Team information and assistance at the CDBG/NOF Proposal Writing workshops to stimulate participation in the outcome training. Provide web-based resources to the community organizations, including an on-line system for accessing assessments and assessment-related information
D. Schedule an update by Wayne State University on the results of the outcome monitoring efforts and the creation of the online CDBG pilot application process.
E. Undertake an analysis of Detroiters’ insurance cost burden, to be a pilot exploratory study to determine the feasibility of conducting a cost analysis for all residential properties in the city. If feasible, apply the analytical model to all relevant properties citywide.
F. Undertake a study to determine the property tax cost or premium paid by Detroit residents.
G. Provide on-going technical assistance to Commission members, Housing Task Force and City Council as requested on housing matters.
H. Work with the City Council in the modification of the City’s Community Development Block Grant/Neighborhood Opportunity Fund Program, and seek access to additional HUD funds and programs to benefit the City.
I. Develop recommendations for City Council consideration on the expenditure of funds for the 2008-09 Community Development Block Grant.
III. Continuing and New Initiatives
A. Make the City accountable by responding to the community’s legitimate expectations that zoning codes, and City codes in general, will be followed and enforced.
1. Educate the community to exert pressure on the City in an effort to increase the political will to enhance enforcement efforts.
2. Encourage effective code enforcement reporting by communities as part of all community meetings at which CPC is present.
3. Continue to promote the new Department of Administrative Hearings and provide educational outreach relative to Blight Violations procedures.
4. Monitor the impact of blight violation notices on lower income persons.
5. Monitor the efforts of Buildings and Safety Engineering, Assessor’s Office and Law Department to identify properties for demolition liens and go after property owners to recoup the City’s costs.
B. Develop public policy initiatives on affordable housing.
1. Support various stakeholder efforts in looking at housing issues (e.g., City Council’s Housing Task Force, P&DD’s Consolidated Plan process, etc.).
2. Identify and prioritize goals and implementation strategies that address the key areas of focus resulting from the Commission’s housing and neighborhood policy framework.
C. Implement components of the housing/neighborhood preservation strategy.
1. Hold a Neighborhood Summit with special emphasis on the Community Toolbox concept.
2. Continue consulting with P&DD in its efforts to develop a housing strategy as the next component of the proposed Master Plan of Policies.
3. Identify and prioritize goals and implementation strategies that address other key areas of focus resulting from the Commission’s housing and neighborhood policy framework.
D. Complete the World Class City study.
1. Review preliminary findings.
2. Identify next steps, including considering a local survey that asks local stake-holders to respond to the survey findings in terms of what they mean for Detroit.
3. Submit report to City Council.
E. Initiate public education and awareness program
1. Develop informational pamphlet responding to frequently asked questions and providing additional information addressing community concerns.
2. Develop an educational session or program with Commissioners, Staff and other as needed to be recorded and televised on cable television.
IV. Assistance in empowerment of community-based organizations.
A. Hold at least two Neighborhood Opportunity Fund/Community Development Block Grant workshops in proposal writing with one being recorded for later viewing on cable television.
B. Involve community-based organizations in upcoming Neighborhood Summit.
